Tom Elfrink, CPM, the president of IREMCO, Inc., is a licensed real estate broker and has been brokering and managing real estate since 1983. Tom is a Certified Property Manager (CPM) and a former president of the Saint Louis Chapter of the Institute of Real Estate Management (IREM). Prior to entering the real estate profession, Tom was a corporate auditor and a Certified Public Accountant (CPA).

Summary of Management Services
Develop a marketing plan tailor fit for individual community and market conditions
Screen prospective resident applications for occupancy
Tour display residences and amenities with prospective residents
Advertise and promote community to prospective residents
Respond to tenant requests and complaints in a prompt and courteous manner
Build strong sense of community through scheduled activities (i.e pool parties)
Lease renewal negotiations, as needed, to reduce turnovers and expenses
Enforce lease rules and regulations, as needed
Billing and Collections
Collect rents per lease agreement and enforce lease terms
Resolve issue with tenants concerning rent collections, lease violations, etc.
Handle delinquent accounts, initiate legal action where necessary
Interact with local agencies and public officials in complying with all safety inspections, permits, etc.
Assist owner in reviewing assessments, customer needs, insurance coverage and any other pertinent issues related to the property
Routine property inspections to ensure all areas are thoroughly maintained
Provide and oversee in-house employees and vendor contractors
Obtain bids, execute contracts and monitor satisfactory completions of necessary service functions to property owner and customer satisfaction. Process payments for these services, as per agreement (additional fees may be charged for capital improvement work or special projects).
Areas of service include - Repair and maintain all building components (interior and exterior), cleaning, landscaping and snow removal service contracts, parking lots and drives, irrigation and sprinkler systems, lighting, electrical, HVAC and plumbing
Preparing vacated homes for new residents
Maintain a bank account in property name, making deposits and disbursements solely for this entity
Pay all bills; including utilities, service contracts, insurance, taxes, vendors, etc.
Provide owner with detailed monthly financial reports showing revenues, expenses, cash balances, accounts receivable and delinquencies
Establish an annual budget and compare actual performance with budget goals on a monthly and year-to-date basis
